Samsung’s S Voice allows for accepting or rejecting calls by voice, but I’m not sure about other choice recognition apps. Some do, but not all. In order for S Voice to allow voice commands to accept or reject calls, the vibrate feature must be turned off (either just the ringtone or silent mode). Dragon by Nuance (formerly Vlingo) might be able to do the same.

I understand that voice assistants can dial contacts but can they accept or reject calls by voice command?

Some bluetooth (Jawbone, blueant, plantronics) can make and receive calls just by answering.
On samsung S Voice can make a call by voice dialing
you can download third party app like vlingo, Skyvi, Assisstant etc.
