How can I unlock my desktop icons in after Windows 8.1 update?

I just updated from windows 8 to 8.1 when the update finally took and finished rebooting my icons were rearranged.  Now my desktop icons are locked and I can’t arrange them the way i want.

    right click on desktop empty space there go to View then uncheck Auto arrange icons

      auto arrange and auto align are off the icons will move where ever i want while in safe mode but as soon as i go back windows 8.1 moves them where ever it wants

      open metro desktop click on setting and on the search type fix and repair problems a new interface will open click on Run Maintenance tasks.

      if this do not fix
      1) type cmd then choose run as administrator
      2) on the black board type sfc /scannow and hit enter wait to complete
      3) type chkdsk /r and hit enter wait to complete

      see if this will fix the problem

      I don't have Fences installed and suffered the same problem. Luckily I found a fix:
