How can I switch my Facebook page to Timeline and put up a cover photo?

I get notifications to approve members in the community page and I can edit the community description but how do I change it to Timeline and put a cover photo to the community page?

Facebook’s Timeline feature can be enabled from this web page:
https://www.facebook.com/about/timeline

You can then add or change a Timeline cover photo by rolling over that area and clicking where it says cover photo.
