Toshiba web site says that an updated BIOS will fix it. I have downloaded it from the specific model download page. Makes no difference.
Apparently a problem with this model and surely some others which use same chip and maybe motherboard. I am a technician, but this I cannot find an answer to.

February 25, 2013uninstall Microsoft ACPI-Compliant Control Method Battery

1) remove battery
2) go to device manager under battery right click on ACPI-Compliant Control Method Battery and click uninstall (do not delete)
3) shutdown laptop and reinsert battery
4)reboot and windows will reinstall ACPI-Compliant Control Method Battery
5) check if you can charge battery.
