    Try Regional options in your control panel. Although that would set it for all your Windows enviroments.

    go to options then click on the advanced. scroll to the display options where you can see an option called 'Ruler Units'. choose cm from the list. click ok.

    Excel picks up the measuring units for the margins from the system, so you'd need to go into the Windows control panel, open regional settings and change measurement units to metric.
    As for cell height and width, they can only be specified in pixels and (points). Pixels have no fixed size (it depends on the screen size & resolution), but there are 72 points per inch (about 23.35 points per centimetre), so you can calculate how many points wide (or high) you want a cell to be, then drag the column (or row) border until the figure in parenthesis is right.
