yes, you can do it, if they are in the different partitions, then format or wipe one partition , no affect on the other one, i know a professional and free partition manager, called minitool partition wizard, free download and steps for you, have a look; http://www.partitionwizard.com/help/format-partition.html

yes you can delete windows 8 but before doing that install boot loader of windows 7 again, the proceedure will be this

1) install boot loader of windows 7 by booting with windows 7 install disc or USB.
2) go to Control panel > Administrative tools > computer management
3) now click on Disk management in left pane under storage and then delete the windows 8 partition or reformat it.

and you’re done
