How can I create a link to a specific point in time in a YouTube video?

I want to create links to specific points in time in a YouTube training video within the description. I know that HTML tags don’t stick. How do I do that? See example of an album on YouTube that has this…it’s exactly what I want. http://www.youtube.com/watch?v=fVIFmej6VZg

    just right-click within the player and select "Copy video URL at current time".

      Can I attach that hyperlink to text within the description? LIke this:

      "1. Application Interface -- 17:46"

      where 17:46 is a hyperlink to that specific area in the video.

      It appears you don't need any link within the description of the video itself.
      Just go into the Video Manager, edit the description and then put in:
      1. Application Interface — 17:46

      The time format is [mm:ss] and should automatically be linked to this time within the video.
