How can I use Windows Remote Desktop to connect to a computer in another country that has a dynamic IP without asking the client for their IP address?

Use Wype Pocketcloud Remote Desktop RDP / VNC. You can configure it without any IP address configuration. You need to Install the client and the server software and login by your GMail Account ID. Check http://www.wyse.in/products/software/mobility/PocketCloud
