How can I configure FileZilla Server for Public access?

How can I configure FileZilla Server For Public access i.e anyone can access files from my server?
Currently there is option for creating users that have passwords , but I want to create a public account that can be accessed by anyone.

    Set up an anonymous account (no password) in Filezilla. Point it at a directory you're going to use as the root directory of your FTP server (C:ftproot or something).

    Use dyndns.com or noip.com to get a free static address account.

    If your modem also does network address translation, you're doing to have to bridge your router (it's called emasculation). No modification is involved. Instructions are at http://www.webdingers.com/router.html

    Create a user anonymous with no password (don't select the checkbox). That's it other than setting a home directory like you do for any other user you setup.
