There is an ftp client built into Windows 7 (and probably 8) and you can start it from the command line by typing ftp followed by .
However, it's not user friendly. The best thing is to install an FTP client such as FileZilla, as recommended by Bruce, or to install FireFTP in FireFox or Chrome and use that instead.

The easiest way is to use a tool such a FileZilla to do the transfer. If you are familiar with the ftp commands, you can also use the built-in ftp program by opening a command prompt and typing 'ftp' and pressing Enter.
