How do I fix the web cam initialization error?

I have a Toshiba Satellite C655 and my webcam doesn’t work. I’ve looked all over the web and I can’t find an answer to my problem.

Every time I click on the “Web Camera Application” program, it pops up saying:

Web camera initialization failed. Check your camera device and restart application or computer.

I’ve tried uninstalling the webcam and reinstalling it, and it didn’t work. Anyone have any guesses?

    go into Control Panel > Hardware and Sound and open up the Device Manager
    expand the Imaging Devices category and see if your webcam is listed there

    take a look at the function keys on your keyboard if there is a key switch to (de)activate the camera

    check the BIOS or UEFI for a webcam setting (from Toshiba help, does not apply to all models):
    turn on the computer
    press F2 at the Toshiba splash screen
    once in the BIOS/UEFI go into Advanced > System Configuration > Web Camera and make sure it is enabled
