Which part of the UI is it you want to change?
The boot screen, the logon screen or the windows skin?
There are programs to help you change the above mentioned elements none of the ones I am using are free though. But you can have fun customising Windows to suit your taste.

Yeah would be cool if such a thing existed; although for now, it is just a fantasy.

If you were looking for The Matrix style operating system, or other stereotypical type bs, they don't truly exist. The best you can get is a geeky theme for your OS. As Bruce said, there isn't a hacker OS, just ones that are "geekier" than others, like UNIX, Linux etc. If you want stereotypical hacker type OS, use either the command line for Windows, Terminal for Linux, or UNIX. Otherwise, just get a geeky theme, change the boot skin, login skin, etc. I did for my computers, and people that don't know me very well often tell me not to hack their computers when they see all the changes I did on my computers.

Hackers use whatever operating system appeals to them the most. It doesn't matter if the system is Windows, MacOS, Linux, BSD, etc. If one knows what they are doing, they can use ANY operating system for hacking.
