IT is a computer dialed telemarketer. It only handles or accepts outgoing calls.
I’m not really sure what you mean. If you have the number of someone stored in your contacts, it should show their name if they call. But if the number is disconnected, they can’t call you from that number. The only way they’d be able to call you from it and you get that message when you call it back would be if they are forwarding your calls to voice-mail and have it set to play that message.
