Picnik is a super easy-to-use web-based app (use the Create tab) lets you easily edit your photos, add text, effects, frames, etc. You can also read:- 3 Ways To Add Borders To Your Photos- Turn Your Photos Into Artistic Sketches

If you're only looking for something basic and easier to work with, I would suggest Paint.net from http://www.getpaint.net

If you want a Photoshop replacement, The GIMP is a rather good choice from http://www.gimp.org

Both programs can be extended through scripts and plugins, but GIMP has more available since it's more established from being around longer.

Have you tried going to the open source community? I would suggest taking a look at the slashdot website for what you looking for. The first thing that comes to mind is something like GIMP or Scribus.
