The minimum requirements for making Skype video calls are -

    https://support.skype.com/en/faq/FA11019/making-a-video-call-android-phones#1

    "

ARMv7 + Neon processor with at least 800 MHz processing power
    Android 2.2 (Froyo) or higher
the latest version of Skype for Android
    a 3G or WiFi connection*
    "
So,your phone's hardware must be above the specified minimum requirements to have a good call experience.

      single or dual core processor?

Since,no processor with 800 MHz existed as a dual core unless it's underclocked(the one in Samsung Galaxy Ace2),so you can safely assume that it's single core.

The Neon is chosen as it's responsible for fluid motion -

Processor as video streaming requires good quality processing power.

Your Camera must support skype as there are many smart phones in market which fulfils this requirement but still doesn't support skype.

Not only clock speed but also manufacturer of processor depends, so Cortex A9 of 800Mhz may support but 1.2 Ghz of unknown manufacturer (or chinese) does not support.
