How can I disable a driver from installing automatically in Windows 98?

Evan Spangler asks:

I have an old Windows 98 PC that only starts in Safe Mode. Starting in normal mode, I get the blue screen of death. I removed all the drivers, knowing that the necessary ones will be reinstalled automatically. I restart it, get to the logon screen, and the PC starts reinstalling drivers.

It gets stuck on a “acpi irq holder for pci irq steering” driver. As far as I know, the device is not connected anymore. How can I resolve this?

This message is shown because drivers for all PCI slots are not installed.

how about uninstalling or disabling the device from Device Manager.
