I hope at least you have the option of going to contacts list and dial the number.
just save the number as a contact.
for example : *147# and name it as balance.
now go to phonebook find balance and dial.
it should work.
you can transfer the contact via another phone or pc.
eg. send business card from a nokia or any other phone via text message.

the way you wrote your question made me think that, your phone can’t dial *or #
that is why i said to save a contact.
so which is the phone, which is the service provider ? are you sure you are dialing the right number ? what are you dialling?

then call or send a text to toll a free number.
Else you will have go get help from the respective supports, unless i get an update.

This alternative does not work for knowing 3G data. The question I asked for 3G data balance

Yes, It will work for talk time etc.
For 3g data usage, customer care can tell you your balance if *141# does not work.
Just ask them.
This is confirmed by a vodafone user.
(you can also try data counter on your tablet if available.)
