though there are apps available those help you to build apps but they are not of much use ,
the easiest program you can learn is visual basic and go for a start then you can enter the world of programming when you get the interest

October 29, 2012Others have mentioned Visual Studio but neglected to say that there is an Express Edition which is free. There are some limitations, but for a beginning programmer they won’t matter until you gain some experience in software development.As far as initial programming language, Visual Basic was mentioned as a starting point, but it still has some limitations that you may want to avoid so you may want to start with VC# instead. It is more flexible and offers better options when coding in some situations. It also has a tendency to teach the beginning programmer better technique than VB does.

Edit: As per ha14′s answer, apparently there are helper for Windows software making too. Try it, but don’t actually rely on it. Such softwares can’t be used to make complex, out of the box programs without knowledge, no matter how they’re advertised. Pika does look a lot like Visual Basic.

October 30, 2012I would recommend to start looking at Python (http://www.python.org/) because it is very friendly and easy to start. You can find a lot of good tutorials, and even some classes online like http://www.udacity.com/overview/Course/cs101/CourseRev/apr2012.
After a certain level of complexity, I would take a look at the big guns: Microsoft .Net and/or Java. If you will only program for Windows, then go with .Net (it is not a language but an execution environment in which you can use several different languages). So, in other words, first you have to choose the type of programs you wanna create. Than depending on that, you have to learn some programming language, and in the end use a software like Visual Studio (Which is the best for this job.. I think)..
After this there are a lot of other software that could improve your program.. but still the first step is to learn a programming language!
