You could use something like Windows Movie Maker which simplifies video editing and comes with all versions of Windows (from what I can remember). Import the MP3, lay it into the timeline and then add your photo for the entire duration of your MP3.
I can’t remember the exact specifics of doing this as I am currently not using a Windows PC, but it’s fairly straightforward from what I remember.

September 6, 2012Very easy actually. Install the free Microsoft solution Windows Live Movie Maker and then drop both the mp3 and the jpg and compile it as a single video output file. Downnload and install it from http://windows.microsoft.com/en-US/windows-live/movie-maker-get-started .

September 15, 2012Since you are using windows the easiest thing would be to user windows movie maker. Or you could use a different software. One I found easy and free (Demo) is Called photostage slideshow producer. You can find a tutorial video here.
