Is Cortana included in all Windows 8.1 upgrades in Lumia phones?

      Thanks. Please tell a) Does Windows 8.1 upgrade for regions excluded Cortana , would get Cortana in a seperate upgrade?
      b) WiFi Sense in win 8.1 to be enabled requires WiFi to be ON? Can WiFi be kept off and yet WiFi sense can be enabled?
      c) Win Phone 9 upgrade would be given to current Lumia Phones?

      Thank you. Please specify , that with WiFi switched off , whether WiFi Sense can enable phone to auto connect to nearby router?

      Just keep your Wi-Fi connection active, and you’ll have a much more fluid public Wi-Fi experience.

      Thanks. Please cross-verify your answer as Win 8.1 upgrade is heard , to exclude Cortana in certain regions
