What’s the best way to convert a .PNG to .ICO for free?

Michael Jan Moratalla asks:

Can you tell me a software or a service(website) that I can download/visit in order to convert my .PNG file that I created in Inkscape to a .ICO file so that I can use it for my application icon?

I preferably want a software rather than a website.

You can also use WinFF. I switched to it from FormatFactory because it’s portable.

GIMP is free, and you can save it (the PNG file) as .ico on File-Save as, if you use GIMP 2.8 the way is FIle-Export, and then save it into icon. I had try this before and it works

Use the freeware Greenfish Icon Editor, found here: http://greenfishsoftware.blogspot.co.uk/2012/07/greenfish-icon-editor-pro.html
It is a rather good program
