How can I convert .npg and .jpg images into a SVG file?

    Do you want to just encapsulate it, or actually make it scalable.

    You can encapsulate it as SVG as a raster element with just about any vector software that supports raster elements and exports to SVG.  This will allow you to add additional vector elements, java-script manipulation and RDF elements.

    use inkscape. it is an open source program. you can also edit .svg files by using inkscape.
