Have you made sure that whenever your phone connects to PC,it's set to "Ask on connection" or "mass storage mode"?

If even this doesn't works then uninstall the Nokia connectivity cable driver and reinstall it by disconnecting your device after removing the driver and connecting the device again. It will install the driver itself.

Then try installing Nokia suite(formerly OVI suite) and connect your phone using PC/Ovi suite mode -

        http://www.softpedia.com/get/Mobile-Phone-Tools/Nokia/Nokia-PC-Suite.shtml

During installation,it installs drivers for your phone. This should fix your problem.

Now i know why you could not re-install the pc suite! you never installed it !
it comes in a cd in the box when you purchase your phone in most cases. :)

does the phone show the prompt ?
if yes when you select mass storage,  does it show transferring data?

    try following :
    use another usb port.

    restart pc.
this one works for me mostly.

    use another cable.

    reinstall pc suite/drivers

    connect to another pc.

remove pc suite and, install it again.

        but try other options first.
and as I said, when you connect it with cable, a "select mode" should appear, from which you can select mass storage mode if it's not by default selected.
if any other mode is set as default, go to connectivity settings and change it.
if changing usb ports, cable, restarting pc and restarting cell don't work, then only re-install pc suite or drivers.
