July 11, 2012I don’t think it’s absolutely necessary to configure forwarded ports on your router (but it’s something you can do), although you will need to set a static IP for your phone. Also, you will need the correct software on both the viewing machine and on the phone. I would go with Vitamin D on the PC used to view the IP cam and, as Irshaad recommended, IP Webcam (which is the only software I really even heard of for this purpose) on the Android mobile device.
There’s an entry on the Vitamin D website detailing how this is accomplished. It’s basically two parts – first, configure the software on the phone and, second, setup software on the computer.
The most difficult part of this process is configuring the static IP address for your camera, which is always a hassle. Here’s a link that goes over the basics:

Also, there’s most certainly other apps for this purpose on Android and PC, but I haven’t heard too much about them. Anyway, good luck!

September 13, 2012You don’t have to forward ports unless you’ll be viewing the ip webcam from out with the network, if you are doing that, make sure that you use the public IP address of your network.
