Hello, if you computer has media center installed or it is a media center computer, it is DNLA compatible. This applies to XP media center edition and up. If not, you could install a DNLA server in it and you should be ready to go.
You don’t need any special hardware; Windows 7 is fully DLNA compatible. Here’s an official Microsoft guide to using its media-streaming features:
