How can I change the welcome page when that comes up when I turn on my computer?

Wanda Peebles asks:

I do not like my welcome / log in screen. I want to change it from what is now, which is boring, to something prettier.

Open RegEdit and navigate to the key “HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Authentication\LogonUI\Background”. Change the value of OEMBackground from 0 to 1.

Click on the Start orb and type “%windir%\system32\oobe” (without the quotes). Create a new directory called “info”. Create another directory in the info directory you just created called “backgrounds”. Place the image you want to use as a background into this directory and name it “backgroundDefault.jpg”. Reboot the computer and you should see your new login background.

The key isn’t showing up properly in original post. It should be HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\
Authentication\LogonUI\Background

if you are doing with Bruce Epper suggested tweak, The custom image that you use must be a .jpg image less than 256 KB in size, the supported resolutions
background768×1280.jpg
background960×1280.jpg
background900×1440.jpg

background1024×1280.jpg
background1280×768.jpg
background1280×960.jpg
background1280×1024.jpg
background1360×768.jpg
background1440×900.jpg
background1600×1200.jpg

if you do not like to change registry settings there are some software that help to modify the background of Windows Logon

Prior any operation make sure to create a Windows restore point to revert back in case something goes wrong.

The easiest way I have found to change my login screen, is with this program: http://www.stardock.com/products/logonstudio/. You do not have to mess with registry settings, and it allows for custom pictures. It is compatible with XP, Vista, and Win7.

The easiest way to change your logon is to use a free program called Logon Studio. You can download any of about 5000 logon screens or you can eaisly turn any of your desktop walls into a logon.
Simple and easy to use!

I have done exactly that with a free software known as Sunrise Seven. It is only available for Vista and Windows 7. The site is in Polish but you can always translate it with Google Translator. The download link is http://www.sunrise2k7.neostrada.pl/download.html . After you have installed, you can do a lot of windows tweaking with it. However for your purpose, select More Adjusting options and then select Change logon UI background and select the jpg file of your choice from your computer. That’s it. You will have your own customized log on screen.
