How can I use my cell phone with a PC keyboard to dial clients?

Stephen Ward asks:

In the UK cellphone to cellphone calls are still cheaper than landline to cellphone.

I understand Matias do manufacture a PC keyboard that can be used with a PC and a cellphone for texting ect, but will this also allow the keyboard to be use for dialing or are their other products that will do this?
