This is the mixpad (which is a multi-track recording and mixing software ) guide for all trouble-shootings, you will get the steps you need:

I believe what you actually want to do is add multiple audio tracks (English & Hindi) to one video so people can select which one they want to hear. Having a single track with both languages would be ~ well, hard to understand.

Any decent video editor should be able to handle multiple audio tracks (with the exception of AviDemux).
It basically comes down to what your source audio and video file is and which software supports their formats.

VirtualDubMod should be able to add multiple audio tracks.

AVI-Mux allows you join those together

Pretty much all payed home & professional tools can do it (Sony Vegas, Adobe Premiere, Avid, Pinnacle Studio).
