How can I track my childrens’ cellphone locations and activities outside of the US?

Your question is not very clear. Have your children already left the US? If they are already overseas, you may not be able to track their location and activity. However, there are commercial parental control apps that you can install on a child's phone to track location and activity. The following articles may be of use:

There are several things missing that we would need in order to give proper suggestions. The information we need is cell phone brand and model, operating system of the phones, if the phones are unlocked, possibly the cell phone service provider (T-Mobile, AT&T, Rogers, etc.), to what extent you wish to have knowledge of (actual spying or just tracking).

There are some apps for iOS, Android, possibly Windows Phone and other phone OS's. Some service providers have cell phone calling and text message details for the phone numbers dialed or messaged to and at what times, third party purchase history for apps and services, and possible ways to track the location of each phone.
