Can I tether my PC with an Android phone with an attached data card?

Dear Sir/Madam,
I have a Tata Photon Plus USB data card and I want to use it on my Android phone from my desktop or laptop using a WiFi adapter. Is this possible? I am using a Windows 7. Please explain step by step clearly.

    If I understand you correctly, you want to use your phone a broadband router, in effect, to allow you to access the internet from your PC. This is called wireless tethering and the feature is built into some versions of Android.
