How can I connect Logitech USB speakers to a intermediary Bluetooth-enabled device to allow Bluetooth streaming to those speakers from another device?

Try something like Samsung group play. Not at all sure how it'll work

I don't think you will have too much luck finding a solution. At best, you can build your own with a pocket a sized computer like a Raspberry or so which will require a lot of trial and error with software setups to get it working somewhat automatically.

The main problem is that a USB speaker usually requires drivers on whatever host it is connected to. The same applies to simple bluetooth adapters/dongles (whatever you want to call it). So basically there needs to be an operating system sitting between the two capable to talk with both interfaces.

From my experience USB speakers are not really big and not really powerful. So all in all I believe can get away with little money and safe a lot of headaches by just purchasing a set of inexpensive speakers with 3.5mm jack and a bluetooth audio receiver.
