How to control a Android device from a Windows PC? It must be able to type and fully utilize the apps on Android mobile device from Windows 7 PC.

      Regarding your last question, it should do, but networks that are not connected to the internet are not always configured properly. Both devices need to be on the same network, and have appropriate IP addresses and network masks to "see" each other.
