Toll free numbers,usually starts with +18 and anything other than that are chargeable as far as I know.In India,if any number starts with 18xx and not 1800,then it's not toll free.

See the Plans & pricing which says that you can make unlimited calls in Pro package and in free version,limited to 60 days only in US.

Please tell , in the link about Fuze Symphony International numbers , does it require a paid account ( for meeting host and/or participants of meeting ) to access the meeting through local free phone dial numbers?
I asked this because I understand the dialing into meeting required paid subscription. A point about dial in fees deducted through host's paid minutes is also mentioned on top right on same url
Looking into their plan description,they might not require pro subscription and the cost will be borne by the host.

On reading a blog , I understand that after upgrading to newest Hangouts app , it's dialer is to be installed. Please tell , a) what or from where the dialer is to be installed after upgrading to newest Hangouts Android app
b) Does Viber app allow free US Calls , to enable to call to US Toll free numbers beginning with +12 ( of Fuze meeeting )

d) What is the official contact of Skype for Fuzemeeting? ( The fuzemeeting official bridge contact gives busy reply and disconnects ). So it must be another contact for fuzemeeting? For other meetings like gotomeeting , startmeetings they can be joined via skype. So how to join Fuzemeeting via Skype for Android?
Hangout Dialer app must be installed to make a call else,you won't be able to see calling tab in Hangouts.
To make a call other than Viber users,you must have Viber Out.You can try making calls to toll free numbers.
For c) and d) part,it would be better that you contact Fuze customer support as I've looked upon all of their FAQs to get nothing about your queries.

hi, though I have updated to newest version of Hangouts app , for which it's new feature of phone calls is mentioned , but the dialer app mentions not compatible with any of devices ( Android 4.0.4 phone / Android Kitkat tab )
Try clearing cache,data and if not hesitant,uninstall updates of Play Store app.Reboot your device and then allow updating the Play Store app.
