How can I get the Windows 8 start-up tile interface on Windows XP? When one boots into Windows 8 platform, the start-up screen shows apps in tiles format. Is there a tool to get the tile interface on Windows XP

a) The general answer would be no.
Apps designed for Metro will not run on older versions of Windows.
Apps designed for Windows that feature a Metro UI might run on older versions e.g. Firefox.
b) I don't think you can change it ~ weather wouldn't work for me at all so I can't say for sure if there is a way.

weather location cannot be changed you have to wait for updated WinMetro maybe then
