Assuming "Find my iPad" is enabled you need the Apple ID and password to unlock/disable that option first.
You can do so either on the device itself within Settings > iCloud or via the iCloud website.

Without deactivating this option there is no way to restore the iPad and use it as this lock is saved on the Apple iTunes server which iTunes will contact during the restore process to actually check for it. Even DFU mode can't get around this lock ~ that's the purpose of the new iOS 7 security.

If you can't deactivate Find my iPad using either method get a proof of purchase e.g. the receipt for the iPad mini and contact Apple Support.
