I have attached my USB HDDs to my Samsung Smart TV. I can access these HDDs from Smart TV menu. The Smart TV connects to my notebook & Internet via a WiFi router. My Smart TV & notebook ping each other and I can see my Smart TV in the notebook’s Network Neighborhood. Now how can I access these external HDDs from my notebook via LAN?

The external disk is plugged in by USB then you will not be able to access from pc, if you switch to ethernet then it should be available as device on the network. or as rev's suggests locate the hard drive on your notebook, share the files over the network , you can then access them via your Samsung Smart TV network selections.
If your Samsung Smart TV work with DLNA server, you can stream media to the TV and that system will allow you to access it via network.
