How can you block someone on Twitter?

Dallas Wingrove asks:

My 15 year old daughter has received several explicitly sexual tweets from a male user of Twitter. How can we make sure that he is unable to contact her in future?

    I don’t know where you live in the world, but I’m certain this is something that should be reported. Preening children is a serious crime, and if you fail to report the user then it’s likely they will go on, possibly to abuse someone. Assuming they were preening of course and not just prankster children sending rude tweets…?

    well the user after get blocked can change user name and try the same method , infinite loop?
