Which is the better Cloud OS, ChromeOS or JoliCloud OS? One compare the OS and it’s feature on merits.

As most would know about already about ChromeOS, giving a couple of Youtube viseo links of JoliCloudOS : http://www.youtube.com/watch?v=vuQpuZH0G7M and http://www.youtube.com/watch?v=1o5_rEaeIC8

(Only compare the OS, do not involve the hardware like ChromeBook, as JoliCloud does not have any hardware, being only a software company and installs in any standard specification or even older specs Desktops or laptops)

I agree with Dragonmouth. How can you compare the software only when they run by definition on different hardware?
They are also completely different beasts. Jolly OS is, if anything, comparable to Android or iOS (albeit with strong cloud support). ChromeOS is sold very much on the promise of being an "out of the box" system where the only maintenance, as far as the user is concerned, is ocassionally restarting the computer.

"Better" is a relative term. It depends on one's opinion. "Better" for what? What may be good for me, may not be good for you. If you are a confirmed Windows user, none of the O/Ss you mention are good.

BTW - hardware must be involved since ChromeOS runs only on ChromeBooks. It cannot be downloaded and installed on just any computer.
