I think that the Task Scheduler built into Windows is sufficient and powerful enough if you understand the parameters. It can start different programs and actions based on events that you select, however, there are limitations to this and any third party software you find.

For Windows XP, to open Scheduled Tasks, click Start, click All Programs, point to Accessories, point to System Tools, and then click Scheduled Tasks.

In Windows 7, you can access the Task Scheduler by clicking the Start button, clicking Control Panel, clicking System and Security, clicking Administrative Tools, and then double-clicking Task Scheduler.

For Windows Vista, open Task Scheduler by clicking the Start button , clicking Control Panel, clicking System and Maintenance, clicking Administrative Tools, and then double-clicking Task Scheduler.?

Windows 8 and 8.1, click on search and type "schedule" (without quotes) and click on the Schedule Task setting.
