Why is the background choice in Windows XP greyed out?

Can’t change the background in Windows XP. The only choice available is the color. Had some threats and cleaned them up, but still can’t change the background. Any suggestions? Thanks.

    To Recover Windows XP Desktop Background:Click Start, Run, then type regedit in dialog box then click OK.On the left side of page:Click HKey_Current_User then scroll down and click Softwarethen scroll down and click Microsoftthen scroll down and click Windowsthen scroll down and click CurrentVersionthen scroll down and click Policiesthen scroll down and click ActiveDesktoplick Start, Run, then type regedit in dialog box then click OK.

    On the left side of page:
    Click HKey_Current_User
    then scroll down and click Software
    then scroll down and click Microsoftthen scroll down and click Windowsthen scroll down and click CurrentVersionthen scroll down and click Policies
    then scroll down and click ActiveDesktopOn the right side of page:Right-click on NoChangingWallPaper and select Modify.Change the value to 0. Close Registry

    Hello, I would advice you to get the following software:

    http://www.superantispyware.com/portablescanner.html
    http://www.malwarebytes.org/
    For malwarebytes, pick the free version. Install both softwares on your computer and update them. Go into safe mode and run full scans on both. If there are any remains from your infection, they will be cleaned up with full scans. While you are in safemode, also do a full virus scan. It is just making sure that you are clean from your infection. When all the scan are finished restart computer on normal mode. If after doing this, the background can not be changed go to the following link:

    -- Look for entry 142 on the left
    -- On the right hand side of screen click on entry: Allow wallpaper/background changes.
    -- If using Internet explorer a box will pop up asking you if want to save or run the file.
    -- Click on save
    -- Once downloaded double click on the entry.

    This is a file with a .reg extension which means it is a registry file. Once double clicked, this file will change the setting in the registry for you.

    If you are using Firefox or Chrome as your browser the box will not pop up, instead you will see a text file.

    -- copy the text on the screen
    -- Open notepad
    -- Paste the text on notepad
    -- Click on File
    -- Click on Save As
    -- At the bottom of the screen where it says save as type, click the arrow and select All files
    -- Name the file: background.reg or something obvious
    -- Click save
    -- Double click on the file you just saved and it should install the registry entry.

    This should accomplish changing the background to what you want. Hope it helps.

    open Regedit And Navigate To:

    hkey_current_usersoftwaremicrosoftwindowscurrentversionpoliciessystem
    (and)
    hkey_local_machine
    softwaremicrosoftwindowscurrentversionpoliciessystem

    delete

    the Values "wallpaper" And "wallpaperstyle" In The Right-pane.

    close Regedit.exe
