    Lots of options out there.

One from Abylonsoft might be good as it promises to do exactly what you want, but I can't vouch for the safety of the software as I haven't tested it: http://www.abylonsoft.com/logon-wallpaper-changer/

    A few other options include:

    Wallpaper Master: http://jamesgart.com/wallpaperchanger/
    Wallpaper Cycler: http://www.nuonsoft.com/wallpapercycler/
    Background Switcher: http://johnsad.ventures/software/backgroundswitcher/
    WallChanger: http://www.evjosoft.com/WallChanger.html

All worth a shot - but again check around on Google just to make sure none of them have been flagged with any security concerns.
