Are dual operating system phones available? If yes, what are it’s advantages and disadvantages
There is one phone Fujitsu LOOX F-07C which dual boots Symbian and Windows 7(PC OS).
The advantage of this phone was that you would be carrying a netbook like device in small form factored size and disadvantage was poor performance and battery life due to Intel processor.Although,the phone would switch to Symbian if it detects low battery.
Do both OS apps occupy Random access memory at same time?
I searched for this and couldn't found any evidence to support that apps from both OS doesn't occupy any RAM simultaneously.With 256 MB RAM,I don't think there would be much enough space left for Symbian to occupy to run simultaneously.

In order for proper functioning,the minimum requirements must be 512 MB RAM and 1 GHz processor.

they are available if you made them yourself, advantage you can use some applications/games available in one OS and not available on the other, disadvantage well it depends on the phone hardware specifications...problems in booting if something wrong goes with the boot manager...

Can WP8 OS be installed in Android phone?
If yes, would it reduce Random access memory available than when only Android is installed?
you will need two ROM compatible dual boot not to mention hardware requirements. Windows mobile 8 and Android are two completely different OS
Dual booting Windows phone 8 and Android would be possible(unlikely) only on Snapdragon processor embedded phones especially the Snapdragon S4 and 400 one.
