Cameyo is a good option, make almost any windows program portable. Ofcourse it does work for everything so may vary a little but I have a good luck with it

My vote goes to Cameyo too. They also offer an “Online Packager” so you don’t have to install Cameyo on your system either.
Dont know any app like this, but you can
1.Search a portable version here http://portableapps.com
Or
2.Try to copy the folders of the app to a different location or computer. and check if the app can work.
