How can I use my Android phone as a desktop computer?

Hook it up to a bluetooth keyboard and mouse! Docking works well to. The play store has desktop environments to try if you do that!

As cutler said use a bluetooth keyboard or mouse. Also check if your phone supports OTG that you can connect a USB mouse and keyboard to the phone directly. But you might need a USB hub with external power supply if trying to connect more than one device.

Last thing if you phone supports TV out /HDMi out you can hook it up to your TV and you have your android PC.

I can’t get internet out where I live but I can get internet on my Android how can I get it to work with my lap top.

You either need to root and then use wifi/usb tether or pay your cell phone company extra every month to share your internet with other devices which will also be subject to a FAP or data cap.
