Is Android losing out on standardization with so many custom ROMs going mainstream?

Is Android losing out on standardization, similar to Linux, with so many alternative ROMs cropping up and making it to the mainstream?

    Custom ROMs are not much of an issue, as they're a minority interest. The big problem is the fragmentation of versions of the OS (i.e. that there are many devices out there today, even new ones, still running old versions of Android, going all the way back to 2.3). The customisation by manufacturers is also a problem up to a point, but it doesn't affect app developers quite as much. I recently had a chat with the CEO of a company that develops retail apps for many large companies, and he told me the problem was so acute that some retailers have simply dropped the development of Android apps and only develop for iOS, while others require the user to have a fairly modern version of the OS (e.g 4.3 or 4.4).
