How can I add an external hard drive to my PC?

dan asks:

I’m trying to add an external hard drive to my PC by inserting an internal drive into a case that connects via USB. However my Windows Vista PC is not recognizing the drive. I set the jumpers to SLAVE on this new external drive. Any ideas?
