Hello, did you buy an original battery from manufacturer or the cheap replacement ones?  This can happen when a cheap replacement is used/bought.  One of the ways of finding out if this is your case is to get a battery from original manufacturer's and see if it charges.  Most times and if possible for you, return the battery and get a good quality one.

Is the old/original battery dead?  You could try finding somebody that has same brand and model laptop and try both your batteries there.  Another possibility is for you to take the battery to a technician so that it can be tested with a multimeter and other tools to see if it has any charge.

Does the laptop work when it is connected?  If the laptop does not work even when plug in, I could say there is something wrong with the power supply.

Cables and chargers can have something to do with it, especially if they are all chew up or there is insulation missing and/or cables are damaged.  You could try using a different charger for it.  That way you can see if it is the charger itself causing this.  You could try resetting the laptop as follows:

    -- unplug laptop from outlet
    -- take battery off
-- press the power button for at least 30 seconds
    -- insert battery
    -- plug laptop to outlet
-- check the charging light or
    -- start computer
-- check if icons in taskbar shows as charging
-- try doing this a couple of times
