first make sure you understand what a VPN connection is . ( https://secure.wikimedia.org/wikipedia/en/wiki/Virtual_private_network )
simple put , you access the internet not directly but rather through another network . the Virtual Private Network .
you just need a basic net connectivity to enable a VPN connection .
it can be through 3G , Cable , Dial Up , DSL ……
set up a VPN for your personal computers in the office or at home
or
you use the already existing VPN servers , Free and Paid ..

I am using HCL ME AM7A tablet which has feature of adding or setting a VPN
I have a usb dongle with which I connect laptop to internet
Can I access internet also on the tablet using the dongle ( Tata Photon ) and tablet’s usb socket
You may not actually be able to use that 3g dongle with a tablet, unless it provides drivers of some sort. This isnt really a question a VPN, so much as “can i use a usb 3g internet dongle with my niche tablet?”

yes you sure can .
as i said , you just need an internet connection . no matter whether its via USB Dongle or via a DSL Cable .
after enabling internet access on a computer , you can set up a VPN connection .
VPN connection is a software thing , it wouldnt matter what type of hardware is enabling the internet access to the WWW on a computer …
now depends whether you want to join a preexisting VPN connection i.e. outgoing VPN
or
allow access to your computer and connect your personal computers to the network .say your home pc’s or your business pc’s and for this you need to allow , incoming VPN .

and if you want to access the internet via already existing VPN service like the Anchor VPN ( free - http://anchorfree.com/downloads/hotspot-shield/ ) or many other paid ones ,
just follow the instructions on the service’s website and you are good to go .
first make up your mind , whether you want to set up your own VPN for your computers or join an already existing VPN connection of your company or friends or the commercial ones like i mentioned and follow the instructions .

Please ask a new question sunil, as this is now completely unrelated to your original question and the title will not draw any new answers.
However, to answer your question: no, you can’t. You can only connect a USB EVDO to that tablet.

get a mobile connection SIM with 3G activated and you can easily access the internet .
if its via USB , is that dongle SIM operated or does it directly connect with your ISP .

and then follow your Operators instructions for the required settings to enable internet access ….

call up their customer care and tell your Operating system to them and you would like to enable access to internet on this device via the ISP’s dongle .
they would then guide you on the steps required to configure the tablet correctly .

February 3, 2012carry your data to the shop from where u bought the tablet , ask him to talk to the samsung or sony or hcl etc.. brand marketing executive and connect the data card to tha tablet and take the settings then and there itself.
