If you don’t have the Google Authenticator app on an Android, iPhone or Blackberry, try using your backup codes.
If you didn’t print out the backup codes or lost them, you’ll have to fill out an account recovery form:

Generally it delivers the text message,
it may deliver it late.
sign up from a different computer (which does not use the same ip address),
you may successfully sign up without the text message verification process.
if it still asks for a cell number, and you again dont receive text message, use a different number.
